You absolutely cannot apply directly to the universities or the Azerbaijani Ministry of Education. You must be officially nominated by your home country's Ministry of Foreign Affairs or relevant state authority. Your home government collects the applications, selects the top candidates, and forwards the official diplomatic notes to the Azerbaijani Embassy.
How to Win This Scholarship
Because this relies on state nomination, you must network aggressively with your local Ministry of Education or Foreign Affairs. Ensure your paperwork is flawless. Furthermore, your statement of purpose should subtly acknowledge Azerbaijan's role as an energy hub and cultural bridge between Europe and Asia.
If you choose an English-taught program, you must have strong IELTS scores, as the local professors have varying degrees of English fluency.

The medical screening is merciless. You must provide official state-certified documents proving you are free from HIV/AIDS, Hepatitis B and C, and other infectious diseases.
