Ethiopian Higher Education Cost-Sharing - The Insider Reality Check

Ministry of Education (Ethiopia) (Government)  ·  Updated June 13, 2026

In Ethiopia, what is colloquially called the 'government scholarship' is actually a massive national cost-sharing scheme. If an Ethiopian student scores well enough on the national university entrance exams, they are placed into one of the massive public universities (like Addis Ababa University or Jimma University) entirely subsidized by the state.

Why You Should Apply

It is the bedrock of Ethiopian higher education. The government pays your tuition, provides dormitory housing, and covers your daily cafeteria meals. You are able to secure a university degree in a rapidly developing economy with zero upfront costs.

Application Process

You do not apply for a scholarship separately. You take the Grade 12 National Exit Examination. Based on your score, the Ministry of Education's centralized placement system assigns you to a specific public university and a specific field of study.

How to Win This Scholarship

You have very little control over this process; it is entirely dictated by your exam scores. If you want to study medicine in the capital, you need an exceptionally high percentile. If your score is average, you will likely be placed in a regional university studying a secondary field.

You must obsess over your high school exams, as they dictate your entire placement.

Benefits After Completing Study

It provides a highly respected, virtually free education in one of Africa's fastest-growing economies.

The cost-sharing model means you must sign a contract before enrolling. Upon graduation, a small percentage of your salary will be automatically deducted by the government as a 'graduate tax' until your tuition and accommodation costs are deemed repaid. Furthermore, the public dormitories are notoriously overcrowded, and the cafeteria food is heavily criticized by students.
