OAS Academic Scholarship Program - The Real Insider Guide

If you are from Latin America or the Caribbean, this is a highly strategic scholarship to study in the United States, Canada, Brazil, or Mexico. It is specifically designed to build regional capacity. The scholarship provides a financial package capped at US $10,000 per academic year.

While $10,000 will not cover a full ride at a private U.S. university, it is incredibly valuable because the OAS has a consortium of partner universities across the Americas that agree to heavily discount or waive tuition for OAS scholars. Therefore, if you combine the OAS $10,000 grant (which can cover flights, health insurance, and a subsistence allowance) with a tuition waiver from a partner university, it effectively functions as a fully funded experience.

The bureaucracy is intense because of the dual-layer selection process. You do not just apply online to the OAS in Washington, D.C. First, you must secure an unconditional admission letter from your target university (which must be in an OAS country other than your own).

Second, you must submit your application through your country's National Liaison Office (ONE) – usually a department within your Ministry of Foreign Affairs or Ministry of Education. Your home government conducts the initial screening and nominates its top candidates to the OAS. The OAS headquarters then makes the final selection.

You must submit two specific OAS recommendation forms, your transcripts, and essays explaining the development impact of your studies.

Your application must scream 'regional development.' The OAS does not fund studies for personal enrichment; they fund individuals who will solve problems in their home countries. Your essays must explicitly tie your Master's or PhD topic to the OAS pillars (Democracy, Human Rights, Security, and Development) and your home nation's development agenda. Furthermore, the selection committee heavily favors applicants who choose to study at institutions within the OAS Consortium of Universities, because the OAS's limited funds stretch much further there.

Do not propose studying at an ultra-expensive non-partner university unless you can prove you have personal funds to cover the massive shortfall beyond the $10,000 cap.

There is a strict return requirement. You must sign a contract agreeing to return to your sponsoring country and reside there for a minimum of 24 months immediately after completing your studies. You cannot use this scholarship to permanently emigrate to the USA or Canada.
